It was hosted by Toni, and it played chart pop of the period, including Michael Jackson's "Billie Jean" and Kim Wilde's "Kids in America." It was the station you left on by default, the one that sounded like a car radio in Florida rather than a curated playlist.

What the return actually confirms
GTA 6's Flash FM is a pop station hosted by Robyn and Alex, the latter being model Alex Consani. Rockstar has not said whether Toni is referenced, whether the station retains any identity from 1986, or whether the call sign is the only carryover.

Confirmed: a station named Flash FM exists in GTA 6, it plays pop, and it has two named hosts.
Strongly implied: Rockstar is treating modern Leonida and the 1986 Vice City as continuous. A radio station is a business with a licence and a frequency. Reusing the name is a cheap, legible way to signal that the city has a past, in exactly the way reusing a street name or a chain restaurant would be.
Not confirmed: any specific in-fiction link, any returning character, any era-appropriate music, any acknowledgement on air that the station is 40 years old.

Of all the stations Rockstar could have revived, Flash FM is the obvious choice, and the reasoning is structural.
Genre stations date themselves. A 1986 new wave station cannot plausibly still be a 1986 new wave station in the present day without becoming a nostalgia format, which is a different station. A pop station, by definition, plays whatever is currently popular.
